how do you pull this off?
0h in the verse?? how do you hammer on a 0?

It's really this:

(0h)1h3

If you look at the whole tab. Basically it's saying that instead of doing just 1h3, you could do a quick 0h1h3, which would give you an extra note and a slightly more intricate sound.
