what do those numbers below E mean, like the 1 2 4 1 2 4 etc is it tempo or like how many times you play that note or something? (you'll notice it is the verse from satellite)

when i tab i use / all the time. some people use both, some dont. its preference.

I do the opposite of what you said:

/ is up (5/7)

\ is down (5\3)
