well when they first came out, people made the fake books and they were sold on the black market because it was so damn expensive to buy sheet music for every song they wanted. thus they were illegal. there is more to the story, but i forget it, my teacher in jazz-rock improv class told us the story, sorry i cant explain more about it

but well ok, i get they need licenses and such and its expensive to buy just one song... but why can i buy them at books a million and barnes and noble if theyre illegal.
