what program do I use to play a VCD? do i have to burn it to a cd first?

I'm usually good with this, but i'm completely lost

No.

It should be an Mpeg file (s) that u can play with WMP or something.

Unless of course.. It's an image file, which u must burn first

It is an image file , .BIN/.CUE

you can play image files from your computer. get a program called daemon tools. when you run it, it will put an icon in the system tray, right click it and set a "virtual" cd drive. then you can put the .cue file on it and play it as if it were a cd. it even shows up in My Computer
