I saw on a setlist for Sept 12th that the band played the song #27. Is this a new song?

I don't think I've heard it if it isn't new.

i dont get how song number 41 comes before 27 when 27 is new. i know that 41 is his 41st song bc dave explains at the end of the song.

We don't know for sure why it's called that, but it's not referencing the order.
