I can not for the life of me figure out the strumming pattern or when to change chords and I feel like a tard because I'm sure it's very easy, I have the rest of the song down except for this part. I even tried listening to the D&T Rapunzel but I still can't hear the changes. Any help would be greatly appreciated
You're probably making it way harder than it really is. It's very simple. You can hear Carter accent where you need to change most of the time. That part is in 6/8, so just count 6 beats (eighth notes) per chord.
i have always sucked at distinguishing meters. i can recognize the beats and accents etc, but distinguishing it from 3/4 and 6/8 just doesn't seem to work for me remind me again (for like the 20th time in my life) what i'm missing?

You could count it in 3/4, but you can hear how 6/8 just fits better. It just feels better. In 6/8 you're counting 1 2 3 4 5 6, emphasizing the 1 and 4 in this case (1 2 3 4 5 6, might help you to think of it like that). You can think of the counting as being in 2/4 with each downbeat being an eighth note triplet (1 uh let 2 uh let), that'll give you the same feel as 6/8. Does your brain hurt yet?

Under your LIOG recording it says recorded with logitech mic and Audacity. Is Audacity a program cuz I've been looking for a decent program to just record some songs with and mess around a bit and I have no clue which ones are good. Can you help me out?

This is about the only thing in this topic I could actually help with.
Audacity is a recording software. Its completely free and its fairly decent considering. Some bigger name ones are Cakewalk SONAR and Cool Edit Pro (Adobe Audition now if I recall). But you've got to normally shell out some money for those.
