I have always taken it to mean more or less that God hung Jesus out to dry by sending him to Earth. But Judas definitely also works.

I agree with Slimer, I think he's saying that God let Jesus down in some way or let the human race down in some way.

I've always thought he was talking about the general population. The full line is "Crosses cross, hung out like a wet wag. Forgive you why? You hung me out to dry" Sort of like why should I forgive all you people for everything you do when nobody tried to save me before I was killed.

that's how i have always taken it.

But I don't think that it's about saving Jesus before He was killed, He was supposed to be killed. I think it has to do more with the fact that God wants us to be obedient, but everyone down here is doing the exact opposite.
