I have begun attempting to learn a song which utilizes finger-tapping for the majority of the chorus. I have a few questions and thought that you guys could help me out.

1. If I lower the gauge of my strings from medium to light, will it help in any way, (not hurt my finger) or make the tapping ...

1. Yes. All of the fast picking is, for the most part, muted. It's all picked, too. No hammer-ons. Even the 2-3 you mentioned is picked.

If you stare at his strumming hand it becomes hynpotic after a while, snapping up and down.

What you have to do is strum the single notes that are in between the repeated chord going down. Then strum the repeated chord DOWN as well, ((((bring your hand back up and strum DOWN again THEN you can strum up, down, up ...

Honestly? I've been playing for about 2 and a half years now and I mess up at least once or twice on any song I try to play all the way through. Is this just me, do I just suck balls? I can absolutely not understand how Dave and other artists don't choke through entire concerts.
