Yes, you can buy programs that are somewhat like this. First of all though, they don't tab mp3 or wav files, they have to be converted to midi files first ...

You should learn "the battle of evermore" by Led Zeppelin. I'm not sure which album its off of, but it has some great mandolin rhythm parts. Here is a link to a tab for it.
